Your OP does not make any sense considering i have no idea what you meant with the second part of your sentence.
The game provides options to have a diplo center or not. The mod called OCMOD3 makes diplo units more expensive and only permits 18th C mercenaries in the 18th C. This is not done by an option selection. It is simply the new default for the diplo center in OCMOD3. However, I think a mod could make make such things options for the diplo center settings.
